Tax Collection & Water Billing

WATER BILLS

Water bills are mailed quarterly (normally in January, April, July, and October). All water meters are read with the assistance of a remote reading system (see Water Utility) to provide actual consumption figures for accurate water billing. There is a minimum charge for all residents connected to the Township Water System. All bills are due and payable within thirty days of the billing date.

If you are moving, you must first obtain a final water meter reading as of your closing date. To schedule a final reading or make an inquiry regarding your bill, please call 973-226-2304.

Paperless Billing
The Township is offering paperless billing for residents who participate in our automatic debit program, please fill out the application and return with a voided check to the Tax office for processing. See attached paperless billing application here: ACH-APPLICATION.pdf

TAX BILLS

Property tax bills are due and payable quarterly on the first of February, May, August and November. There is a ten (10) day grace period, if not received by the 10th, interest accrues back from the 1st.

Tax bills are mailed twice a year. An estimated bill is sent out in June for the 3rd quarter (due August 1st). This is the bill used to make payment for that quarter. The final tax bill is mailed in September, this bill has 4 stubs current year 3rd and 4th quarters and next year 1st and 2nd quarters.

If you have a mortgage, the original bill will be forwarded to them and an advice copy to the homeowner. If you receive an original bill, call your mortgage company and ensure that they have notified us with a Tax Authorization Form.

If you receive an advice copy and do not escrow, use this bill to make payment.

PAYMENT FOR TAX AND WATER BILLS

There are a few ways to make payment for open tax and water charges; Payment can be made in person or by mail to;

Payment can be made by signing up for our Automated Debit program.
Payment will be automatically processed each quarter between the 1st & 10th of the month payments are due.

Payment can be made using your checking information or by credit/debit card. There is a charge of $1.95 for e-check and 2.95% of the total for debit/credit transactions.

PROPERTY TAX RELIEF

There are several types of Property Tax relief programs available to New Jersey residents. Following is a summary of the types of relief available:

STATE ADMINISTERED PROGRAMS

PROPERTY TAX REIMBURSEMENT "SENIOR FREEZE"/ "BLUE BOOK"

This program reimburses eligible senior citizens and disabled persons for property tax increases. A base year is established, and future increases are reimbursed as long as eligibility requirements are met.

HOMESTEAD REBATE

Most homeowners file their applications either online or by phone. Both filing systems are available 24 hours a day, 7 days a week during the filing period.

MUNICIPALLY ADMINISTERED PROGRAMS

VETERANS'S DEDUCTION - $250 TAX CREDIT EACH YEAR
For Veterans and Surviving Spouses not Remarried

SENIOR CITIZEN'S DEDUCTION - $250 TAX CREDIT EACH YEAR
To qualify, you must have been 65 or older or disabled and meet certain income requirements (Income other than Social Security and other Federal programs must not exceed $10,000.)

TAX SALE INFORMATION

Township of West Caldwell Annual Tax Sale

The West Caldwell Tax Collector's Office conducts an annual tax sale of all parcels with prior year delinquencies per N.J.S.A. 54:5-21

N.J.S.A. 54:5-21.  Lands listed for sale; liens listed; installments added.

The collector shall make a list of the lands so subject to sale, describing them in accordance with the last tax duplicate, including the name of the owner as shown on the duplicate, amplifying the description in the duplicate if necessary to better identify the parcel. He shall enter on the list all taxes, assessments and other municipal charges which were a lien at the close of the fiscal year. He shall add to the list all unpaid installments of assessments for benefits theretofore levied and existing as immediate or direct benefits, whether then payable or not, so that the list shall be a complete statement of all municipal charges against the property existing at the close of the fiscal year, together with all interest and costs on all of the items of the list computed to date of sale. If directed so to do by resolution, the collector shall omit from such list such lands as may be subject to sale for unpaid taxes or for any municipal lien, or part thereof, upon which regular installment payments are being made under any agreement or agreements approved by the municipality.

In the case of a standard tax sale, the list shall be prepared at least 50 calendar days prior to the date of sale. The collector may prepare the list after the 11th day of the eleventh month of the fiscal year, and prior to the close of the fiscal year, in order to start advertising the standard tax sale prior to the close of the current fiscal year.

In the case of an accelerated tax sale, the list shall be prepared as of the 11th day of the 11th month of the current fiscal year, and shall include only those taxes, assessments and other municipal charges that were delinquent as of that date.

All bidders must complete the Bidders Information Sheet and an updated W-9 prior to the tax sale. Please complete and return to the Township by August 24, 2022. This can be done via email to: finance@westcaldwell.com.
