NOTICE TO BIDDERS
Sealed proposals will be received by the Township Clerk for the Mayor and Council of the Township of West Caldwell, on Tuesday, January 31, 2023, at 10:00 AM, prevailing time, or soon after as the matter can be reached, in the Conference Room, Municipal Building, 30 Clinton Road, West Caldwell, New Jersey, for the 31 Jameson Place Retaining Wall project, all in accordance with Township Plans and Specifications. The project consists of one Base Bid that includes the removal and replacement of an existing retaining wall, existing trees and existing fence adjacent to 31 Jameson Place within the Township of West Caldwell. The project shall also include re-grading the existing stream bank with rip-rap and other slope protection and site restoration. The project shall be performed in compliance with the provisions of N.J.A.C. 7:13-12.13 “Requirements for a retaining wall or bulkhead” and N.J.A.C. 7:13-12.14 “Requirements for bank stabilization and channel restoration”.
Contract Documents and Drawings for the proposed work, which have been prepared by Carl P. O’Brien, P.E. of the firm Colliers Engineering & Design Inc. dba Maser Consulting, are available electronically or via delivery by common carrier beginning on Tuesday, January 17, 2023, by making a request to linda.boyer@collierseng.com.
Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. The bid proposal packages will not be available for pickup. In the e-mail message the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non-refundable charge of $150.00 payable to Colliers Engineering & Design Inc. dba Maser Consulting is received. Paper copies will be sent via UPS or FedEx if the contractor provides UPS or FedEx account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS.
Each proposal must be enclosed in a sealed envelope bearing the name and address of the bidder on the face of the envelope, and clearly marked with the name of the contract being bid. Bids must be submitted at the time and place specified above and will be opened and read immediately thereafter. Bids will be accepted by mail or in person at the time specified. No Proposal, either by mail or in person, will be accepted after the date and hour specified. In the case of mailed Proposals, the Township assumes no responsibility for bid proposals received after the date and time specified. Bids must be submitted on a standard form.
Upon receipt of the Notice to Proceed, the successful bidder shall complete construction within sixty (60) calendar days.
The Mayor and Council reserve the right to waive any informalities and reject any and all bids. Bidders shall comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
