NOTICE TO BIDDERS

As this is a CDBG funded project, contractors submitting a bid must be registered with the Federal System Award Management (SAM) system.

Sealed proposals will be received by the Township Clerk for the Mayor and Council of the Township of West Caldwell, on Thursday, December 1, 2022, at 10:00 AM, prevailing time, or soon after as the matter can be reached, in the Conference Room, Municipal Building, 30 Clinton Road, West Caldwell, New Jersey, for the TOILET RENOVATIONS AND DOOR REPLACEMENT AT MEMORIAL PARK project, all in accordance with Township Plans and Specifications.  The project consists of one Base Bid which includes the toilet renovations of two toilet rooms and the exterior door replacement at the Memorial Park Municipal Building.

Please note that the previously announced bid opening date for this proposal of Wednesday, November 23, 2022 is hereby cancelled.

Bid Documents have been prepared by the Township’s Architect, Di Cara | Rubino Architects, with an office located at 30 Galesi Drive, West Wing, Wayne, NJ 07470, phone 973-256-0202. The bidding documents will be available on November 10, 2022. Contractors can preview and purchase the full bid package (cost $175.00) directly from the Architects website: www.dicararubinoplans.com. Any contractor submitting a bid must be listed on the official bidders list. Any bid received that is not a listed plan holder will be rejected.  No documents shall be mailed, via US mail or overnight mail.

A non-mandatory pre-bid conference for this proposal will be held on November 18, 2022 at 10:00 a.m. at the Memorial Park Municipal Building, Fairmont Road, West Caldwell, NJ.

Each proposal must be enclosed in a sealed envelope bearing the name and address of the bidder on the face of the envelope, and clearly marked with the name of the contract being bid.  Bids must be submitted at the time and place specified above and will be opened and read immediately thereafter.  Bids will be accepted by mail or in person at the time specified.  No Proposal, either by mail or in person, will be accepted after the date and hour specified.  In the case of mailed Proposals, the Township assumes no responsibility for bid proposals received after the date and time specified.  Bids must be submitted on a standard form.

Upon receipt of the Notice to Proceed, the successful bidder shall complete construction within sixty (60) calendar days.

The Mayor and Council reserve the right to waive any informalities and reject any and all bids.  Bidders shall comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
