DISTLER NEIGHBORHOOD AND FOREST AVENUE DRAINAGE REPAIRS
NOTICE TO BIDDERS
Sealed proposals will be received by the Township Clerk for the Mayor and Council of the Township of West Caldwell, on Tuesday, August 9, 2022 at 10:00 AM, prevailing time, or soon after as the matter can be reached, in the Conference Room, Municipal Building, 30 Clinton Road, West Caldwell, New Jersey, for the DISTLER NEIGHBORHOOD AND FOREST AVENUE DRAINAGE SYSTEM REPAIRS project, all in accordance with Township Plans and Specifications. The project base bid involves improvements to the drainage system in both the Distler Avenue neighborhood and along Forest Avenue by improving the positive conveyance of storm sewer flow. This project will include storm sewer cleaning, reduction of storm sewer intrusions, storm sewer spot repairs, resetting of offset pipes, and storm sewer replacement, as necessary. Due to the repairs and improvements, surface restoration, inlet repairs and inlet reconstruction will be required. Alternate Bid ‘A’ includes replacement of reinforced concrete pipe (RCP) with high density polyethylene pipe (HDPE) due to long lead times of procuring RCP pipe. Alternate Bid ‘B’ includes replacement of reinforced concrete pipe (RCP) at Location 2 (Distler Neighborhood) after cleaning and CCTV inspection. Alternate Bid ‘C’ includes replacement of reinforced concrete pipe (RCP) at Location 2 (Distler Neighborhood) after cleaning and CCTV inspection with high density polyethylene pipe (HDPE) due to long lead times of procuring RCP pipe.
Plans, specifications and forms of proposal prepared by Colliers Engineering & Design, Inc. dba Maser Consulting, are on file in the office of the Clerk, Municipal Building, 30 Clinton Road, West Caldwell, New Jersey, where same may be inspected during business hours beginning on Thursday, July 21, 2022.
Contract Documents and Drawings for the proposed work, which have been prepared by Ralph J. Tango, Jr., P.E. of the firm Colliers Engineering & Design, Inc. dba Maser Consulting, are available electronically or via delivery by common carrier beginning on Thursday, July 21, 2022, by making a request to linda.boyer@colliersengineering.com.
Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. The bid proposal packages will not be available for pickup. In the e-mail message the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non-refundable charge of $125.00 payable to Colliers Engineering & Design Inc. dba Maser Consulting is received. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS.
Each proposal must be enclosed in a sealed envelope bearing the name and address of the bidder on the face of the envelope, and clearly marked with the name of the contract being bid. Bids must be submitted at the time and place above specified and will be opened and read immediately thereafter. Bids will be accepted by mail or in person at the time specified. No Proposal, either by mail or in person, will be accepted after the date and hour specified. In the case of mailed Proposals, the Township assumes no responsibility for bid proposals received after the date and time specified. Bids must be submitted on a standard form.
Upon receipt of the Notice to Proceed, the successful bidder shall complete construction within sixty (60) calendar days.
The Mayor and Council reserve the right to waive any informalities and reject any and all bids. Bidders shall comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
