Notice of Public Hearing: Public-Private Partnership for Water Storage Tank Maintenance
Posted August 06, 2025PLEASE TAKE NOTICE that the Governing Body of the Township of West Caldwell will hold a public hearing on Tuesday, August 19, 2025, at 6:30 p.m. at the West Caldwell Municipal Building, 30 Clinton Road, West Caldwell, NJ 07006, to consider a proposed public-private partnership (PPP) contract pursuant to the New Jersey Public Private Contracting Act, N.J.S.A. 40A:11-4.1 et seq.
The purpose of the hearing is to solicit public comment prior to the proposed award of a public-private contract for the Full Service Water Storage Tank Asset Management, and Maintenance Plan to USG Water Solutions, the intended awardee in response to a Request for Proposals issued by the Township and published on June 19, 2025.
The proposed agreement includes long-term rehabilitation, inspection, engineering, and asset management services for the Township’s two potable water storage tanks, as detailed in the Request for Proposals (RFP). The term of the proposed contract may be for up to twenty (20) years and includes upfront tank renovations and a fixed-fee annual service program for the life of the contract. A copy of the RFP, proposal submitted by Utility Service Group Water Solutions, LLC., and summary of the proposed contract will be available for public inspection during normal business hours at the West Caldwell Municipal Building, 30 Clinton Road, West Caldwell, NJ 07006, starting at least 10 days prior to the public hearing.
