Water and Sewer Penalty Rates and Shut-off Notice Fees As of April 1, 2003 the penalty on past due Water & Sewer charges became 5% for each 30-day period delinquent with a $1.00 minimum for each 30-day period. The rate change effects all existing and subsequent past due amounts.
